The short answer is yes. Massachusetts requires mandatory third-party blower door testing. Effective July 1st, 2010, Chapter 4, Section 401 of the Residential and Commercial Energy Efficiency State and Local Building Requirements states that third-party blower door testing for air sealing is mandatory and required for occupancy permits.
Building inspectors enforce these measures for new construction since codes have changed, and the way builders assemble homes is more energy conscious than ever. Your home will need to be air sealed and insulated by a builder. Alternative Weatherization Inc performs these tests regularly and can get the necessary authorization.
